Create a connection between HTML Webpage and Siebel

Hi Team ,

We are trying to create a webpage that will contain some images and a form.

We will send this link to users via Email .

Once a user clicks the link , the Siebel Contact Id of the user should be passed to the webpage and once the user fills the form and clicks on Submit button the response should be send back to Siebel.

We want to achieve this via Webservice/HTTP integration . Please suggest , how we can create a webpage and host webservice to request and capture response .

We are using Siebel IP16.18
