IPSec tunnel using SBC

Hello;

I need some insight for a situation where I need to create an IPsec tunnel between Oracle 4500 SBC and Juniper SRX. The tunnel will be IKEv1 using pre-share key (PSK) for authentication. SBC will initiate the tunnel. I did configure SBC (config attached) but I don't see SBC initiating tunnel using IKE handshake (Please correct me if my assumption is wrong). I was expecting to see ISAKMP messages initiate by SBC to exchange IKE messages. Can someone please shed some light as what I need to configure IKEv1 IPsec tunnel using SBC ?
