Difference between PSMAIL.exe and PSEMAIL.exe

We have a custom SQR that send an email to users by using PSMAIL.exe program, we just updated our People Tools version from 8.55.19 to 8.55.21 and our email process is not working on the CC or BCC part, anyone knows what is the difference between PSMAIL.exe and PSEMAIL.exe and which one we should use it, and did anyone face any issue with CC part of psmail program before.Thank you
