Portal security patches.

We need to move Portal  from 8.51 to 8.54 application 9.1, as going along we need to apply the security patches like as mention below, we don't have time and resource to establish a PUM  machine, so is there a way to apply this patch directly to database using Change Assistance, could be not the oracle recommended method.  rather not going to PUM route, after main goal to move relevant objects to database, that could be any route PUM or NON-PUM.

Please help me on this question/discussion.
