Commitment Control Ruleset CF tree effective date

Hi,

We have Account as the ruleset chartfield for the commitment control ledger group, and tree name for the same is - cc_account. The effective date of the control budget definition is 5/1/2017. Now, if I create a new tree with the same tree name - cc_account - and effective date as 5/1/2018, do I always need to add a new effective dated row in control budget definition to reflect this new tree info?
