Payables Business Unit is empty while creating a company account for corporate card program

Hi all,

I am creating and adding a company account to corporate card program and while selecting the 'Payables Business Unit', I find the LOV empty. Please suggest with the setup. We are not using Fusion payables, payments will be done by third party system which is integrated
