Alarming on SCZ7.3.9.p1 (KVM)

I use SCZ7.3.9.p1 installed on KVM machine, and it looks that system just doesn't care about hardware and software events or conditions. For example, I physically unplug the cable on the host and cause operational state DOWN on all the media interfaces, but system does not generate standard alarm report 131091 "Slot 0 port 0 DOWN". The same behavior takes place in cases of MBCD alarm "out of media ports" or trivial network trouble "Gateway unreachable". I have set up SNMP configuration (though it is not necessary):
