Apply entire PUM package without looking at compare flags

I just applied image 25 to my DEVL environment using initial pass, and wanted the full image, so on the change assistant step that says compare and review, I let the template run the compare but did not do the review because I wanted to take all of the image.

When the template stopped to apply customizations, we did that.

Kicked the template off again and it finished and repackaged a new change package.

We applied using MTP the newly created change package to our QUL environment.

Some of the customizations were missing that I know we did.  So I ran a compare between DEVL and QUL, and found SEVERAL objects that were missing.
