OIAM 11.1.2.3.5: Federation asks for re-authentication

Product: OIAM 11.1.2.3.5 with federation enabled.

I am trying to access federated partner with url: http://testurl.company:7777/oamfed/idp/initiatesso?providerid=urn:cs-tc3-tst017:abcd:efg

But this is only after User needs to login into a dashboard, clicks an icon, icon takes user into a role selection screen and then redirect to Federation URL.

Dashboard and User selection apps are protected by Level 2 authentication scheme. This authentication scheme has custom login page.

Federation is on the default authentication scheme, LDAPScheme, which is also at Level 2

Now, when I login into Dashboard, I am challenged to authenticate. After successful authentication and clicking into icon, I am directly logged in into role selection screen. Role selection screen is also protected but since I have a session already I am not asked for re-authentication.
