Upgrading to Tools 8.56.01 - Cant display W-4 classic page on Tile on ESS homepage

We are HCM 9.2 PUM 24. Upgrading to Tools 8.56.01. We are just introducing Employee Self Service Homepage and Tiles. We have created several tiles from classic ESS pages and they display fine. We created one for the classic W-4 page for Payroll for North America, but cannot get any permission list to save to the Security Tab in Portal Structure and Content. Created the custom Content Reference almost exactly like the delivered Content Reference except we added an Additional Parameter on the new content ref General tab to make sure it is unique.
