Missing Message Catalog after PUM updates/PeopleTools 8.56 Upgrade

Hi, We are currently in the process of applying PUM updates to get current as of PUM 25 along with PeopleTools 8.56 upgrade, we noticed few hundred message catalog entries are missing from the upgraded environment when compared to PUM 25.  We did not encounter any errors when running the change assistant job and a quick search on Oracle Support does list a similar issue for early releases of PeopleTools 8.55 but nothing on Tools 8.56. Did anyone encounter similar issues?
