Upgrading from peopletools 8.53 to 8.55

We are in the process of upgrading the peopletools 8.53 to 8.55 with the 9.2 application version. We have upgraded our application version with version 10 image. Since then we are just applying the selective patches along with the tax updates in Demo and then to DEV,QA and PROD. Now when we are preparing the demo instances for 8.55 do we need to use the 8.53 demo database and then upgrade our tools on this or Just have a new instance with the latest images.

When we have created the demo instance 8.55 we are able to see the fluid pages on most of the things but we are not able to see the fluid pages in our Development instance with 8.55 tools applied. Are we missing anything here?
