What menus and Web Libraries are associated with the NavBar in PT 8.56?

I have upgraded an HCM 9.2 Development environment to 8.56.06 from 8.53.24 and configured the classic landing page. I have a power user (custom permission lists, additional delivered roles for security) that can log in, received the classic landing page and see the NavBar fine. I am testing a generic end user with custom permission lists (restricted menu access) upgraded from 8.53 and these users receive the classic landing page but cannot see the NavBar ("System tab 'NAVBAR' doesn't exist (95,10012)"). I have been through what I believe to be the related menus and web libraries without success. Any direction would be appreciated.
