Anyone know what Role/Perm List needed for Data Migration Workbench and Manage File Locations?

We are HCM 9.2 Upgrading to Tools 8.56.01. We created a Tile using Tile Wizard to display on the Employee Self Service HomePage. Because we used Tile Wizard it seems we can't migrate the tile just by including the content reference in an App Designer project. I've been told we must use Data Migration Workbench under PeopleTools>Lifecycle Tools>Migrate Data. I am able to create a project with the correct Data Set Name (PTPPB_GROUPLET) - which is Tile Wizard tiles. When I try to create a File Location at Migrate Data > Manage File Locations, I am unable to create an
