demo upgrade to PT8.56.07 CS9.0 missing Notifications & Navbar icons in fluid banner

Hello everyone,
We just upgraded a demo environment to peopletools 8.56.07 from 8.54.34. We are still on Campus Solutions 9.0 so we have no fluid application pages. We want to use the Fluid banner that contains the icons for Home, Search, Notifications, Actions, and Navbar. I performed the steps below but whenever a non-fluid page is displayed, the fluid banner only displays the Home and Actions icons (no Notification, Search or Navbar). However, a fluid page (MyPreferences delivered with the peopletools) DOES display all of the icons in the fluid banner. These actions occur in IE, Chrome and Firefox browsers. I have
