Add single instance to the cluster (Oracle Restart)

Hello, I'm having a bit of an issue starting my database through srvctl.

Brief overview of my setup:

Server: Windows 2012

Grid: 12.2.0.1 (Oracle Restart)

Database: 12.2.0.1

C:\Windows\system32>srvctl config database -db cypris06

Database unique name: cypris06

Database name: cypris

Oracle home: \Oracle\DBBase12.2\product\12.2.0\dbhome_1

Oracle user: CYMRU\gignwi_CYPrISSVC

Spfile: +DATA/CYPRIS06/PARAMETERFILE/spfile.278.972658931

Password file: +DATA/CYPRIS06/PASSWORD/PWDCYPRIS.ORA

Start options: open

Stop options: immediate

Database role: PHYSICAL_STANDBY

Management policy: AUTOMATIC

Disk Groups: DATA,FRA

Services:

Database instance: cypris06

I created the instance like this:

oradim -new -sid CYPRIS -startmode MANUAL

I then went through all the steps to make it a physical standby database using RMAN to duplicate the primary.
