how to default Tax on project draft invoices for India localization

how to default Tax on project draft invoices for India localization.

We are implementing GST.

In Project, draft invoices is not having tax category defaulted.

I am not able to query tax category defined in Oracle Financials for India Responsibility in Project module.

Do the below forms from India Local Project Billing responsibility valid for GST setup.

1. India local Tax Setup

2. Tax

3. tax categories

4. Tax rule for Projects

What is difference between point 1 and point 4?

Please help. its Urgent
