Error when migrating IAM to DR site

Dear all,

I have 2 sites DC and DR installed Oracle Identity Manager 11g and they are using Oracle database 12c for storing data.

Dataguard is configured to synchronize data from DC to DR site. And OIM on DR site is cloned from DC site by using pack.sh.

But after I switchover Oracle DB and tried to start Admin server on DR site, I got this error:

[EL Severe]: 2018-04-18 01:27:00.041--ServerSession(1860217686)--Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.3.1.v20111018-r10243): org.eclipse.persistence.exceptions.DatabaseException

Internal Exception: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection
