Commitment Control Budget Check

I am running the Budget check process, with Tolerance 0.1% and Commitment Control Option as "Control" and Override Budget checking option as "Do not Allow Override", I am expecting if the Voucher crosses the Budget then it should go to Exception but the Budget Header status is going to Valid. Please advise
