Hyperion FCM Task Reassignment Approvals

We are currently upgrading to version 11.1.2.4 and one of the new "features" for FCM is that reassigning a task to a different user now requires an approval before it can be completed.  This is not something we need so wondering if anyone has a way to disable this approval.
