javascript error causing page load issues

When re-visiting a folder navigation link, like Self Service on the classic menu, the page header loads fine, but the content is loading html source, and not rendering.  Below is the only error I've been able to find, and I am wondering if

this is what is causing it:

columnNumber : 2

fileName : "https://(webaddress)/cs/ps/cache/PT_RC_JS_MIN_7880.js"

lineNumber : 1070

message : "Permission denied to access property \"getElementById\""

stack : "getRCMenuOnTC@(webaddress).

When clearing the browser cache and visiting the link the first time, the base navigation page for that folder loads correctly.  If you navigate away, and then try the link after landing back on the default home page,
