How to Use A Role to Send Email Notifications

We are using EBS 12.1.3 and have a need to send an emails in a worklfow process to a Role so it goes to multiple email addresses.  Can't we use an Oracle Responsibility/Role and it will send the notification to everyone that has been assigned that responsibility?  I've tried this in a workflow and the process flows smoothly, no error, but no emails are being sent.  I've reviewed the WF Dev and User Guides.  What am I missing?
