Display only page permission is not able to view the General Ledger > Perform Reconciliation > Reconciliation Rule > Instructions tab > Attachments. Any suggestions on how to give access to view the attachment as display only?

Permission list security page permissions set as display only>

When signed in as a user with the display only permission they cannot view the attachment. The view button is there but when pressed it does nothing.
