Calling External Web Service from Sign In PeopleCode

We are upgrading to Version 9.2 Financials/PeopleTools 8.56 and have an initiative to have users log in from another external system and when they do to call a third party web service to populate two tables within the Financials application.

Originally, I thought we would need to be able to call a web service from an external source from sign in PeopleCode. But would it be easier to call that from a branding application class?

If anyone can point me to examples of this it would be greatly appreciated.
