Does the March 2018 patch for INR GST included in the May 2018 patch ?

Hi, I'm reading the Note Doc ID 2342288.1 which is about the latest patches for India GST.  I learned there are monthly patches, one for March 2018 and another for May 2018. Is my understanding of the ReadMe file of the May 28 patch for R12.2.X correct - that the May 28 patch does not include the patches from the Mar 2018 file ?

Please advise. Thanks.
