IB Error Using Query Access Services

I am trying to use the QAS_EXECUTECPQSYNC_OPER service operation for Query Access Services to invoke a query.  I have been getting meaningful IB error messages while building a request for the service operation, but after properly structuring a request, I get the following message.

Does anyone know what this means or how to resolve this issue?
