COBOL giving strange 'Invalid action request' error after PT8.56 upgrade

Hello,
We have upgraded our Peoplesoft Campus Solutions 9.0 system from Tools 8.54.22 to 8.56.07.
While testing a job DLOUT (this has COBOL - FAPDLOUT which is erroring) of Financial Aid we are getting the following error:
PTPSQLRT - ACTION ERROR=�
Application Program Failed
Action Type : DISCONNECT
In Pgm Section : SQLRT: MAIN
Error Message : Invalid action request

I traced the COBOL but the trace doesnt give any information on which stored statement or point its failing. This below is a snapshot of the trace file:
