Gibberish Displayed on Peoplesoft pages

We are on 9.2 and just moved from PUM17 to PUM24 on 8.56 tools. After the release we so far got 3 incidents where user see some gibberish on the page instead of English. So far it is happening on IE. Clearing the cache didn't help when this happened, they had to switch to Firefox/Chrome. Unfortunately we couldn't reach any of the users yet to get more information, but anyone have seen this before ?  Please see attached images.
