OIM 11gR2PS3 - Password Expiration

Hi Team - There is a requirement to set user's password non expiry to a specific set of users who belongs to specific organization. I understand that updation of USR table manually sets the password to non expiry , but that will not affect new users. Can you please guide me the best approach to achieve that. Thanks.
