GL account reconciliation role page required_flag allows user to save without entering a role for de

We have set up several of our roles to be "required" see below:

When creating a Recon Rule, the system allows me to save the Rule without entering a value for any of the Roles that are marked as required.  In this example I was able to save without entering a Reviewer. (Correct History is enable once the record is saved.) Have I set up something wrong to make the role required on the rule?
