Discoverer 11.1.1.7 SSO with EBS 12.x

Hello, I have the following environment:

EBS 12.1.3/12.2.6, OID 11G, Oracle Forms/Report 11g, and Discoverer 11g.

I have configured EBS 12.x to SSO with OID, with Okta as the Identity Provider. Important note: there is no OAM in the mix. I have also configured Oracle Forms/Report to SSO with Okta as IDP, all good.

Now I am trying to add Oracle Discoverer 11g into the mix. I have installed Discoverer 11.1.1.7 and hooked it up to the EBS database, so I can login to Discoverer with EBS user. But I am not able to do SSO after following Doc ID 1074326.1
