We have daily sync job running  on source  oracle EBS (R12.2.4) and database(12.1.0.2)  which basically  does export and import of EBS tables to target  standalone database (12.1.0.2) .

As our EBS R12.2 is at AD/TXK  delta9  ,  recently we observed that the duplicate records are getting imported in one of the target  table"- FND_FLEX_VALUE_SETS." as per oracle its expected as due to

         seed data is synchronized as part of an online patching cycle (Ref Oracle Doc ID: 2283796.1
