New custom workflow notification mailer not picking up notifications for processing

Hello All,

We have a workflow notification mailer that would send out notifications, but in order to send notifications from a purchasing user name,I have created a workflow notification mailer that would process explicitly the notifications that are connected to POARRV. The issue is that the new workflow mailer doesnt pick up POARRV notificaitions for processing. Any insights to this will be greatly appreciated.
