How do you setup an SSL for PeopleTools 8.56?

We are currently upgrading from PeopleTools 8.55 to PeopleTools 8.56 and are attempting to setup the SSL server for testing.  However, when we try to connect to the server using the address, the system just spins. We do not get any errors in the process. Any ideas of what to look for?
