Guidelines for Tiles based on Navigation Collections

We are preparing to implement Fluid navigation with a variety of Tiles.  For Navigation Collection-based Tiles, what have people found to be an ideal number of items to include?

The PeopleSoft Fluid UX Standards indicate this -

"The number of folders a given user has access to should not require excessive scrolling. The number of links within a folder when the folder is expanded should not require excessive scrolling."

I am learning towards suggesting we include no more than 12 links in one collection - inclusive of any links in a folder.  Do you think this is a good guideline?  Any real world experience to share?
