OAAM OAM OIM RESET Password Link Access Denied

Integrated OAAM/OIM/OAM 11gr2 for 2 factor authentication requirement, reset password link in OIM Identity Self Service is getting Access Denied. IAMSuiteAgent is protected with TAPscheme and OAAMEnabled is set to true in oam config file. Still the reset password link is not working. accessing OAAM reset password and reset question & answers URL also getting 403 in IE and Not Allowed in chorme/firefox.

How we could manage OAAM user preferences thru OAAM or OIM identity self service? Also how to allow the user blocked with multiple devices(chrome/firefox/IE) due to medium alerts( failures)? opening CSR with custom resets(ALL) is not resolving the user blocked issue as login with that blocked uid on all the devices getting you are not authorized, please contact customer service..
