E-PTF: Existing Persistent Variables deleted from Persistent Variables when executing test with Vari

When executing test that has variables set_value steps and variable action=write all previously saved Persistent Variables on the same Persistent Variables primary keys are deleted and replaced with the variables from the executing test.

This is a major issue as we have test that have Variable Action=Read & Write and Write and Read  that are dependent on the saved persistent Variables
