Applying HCM 9.2 tax update, Create Modified Change Package doesn't rename zip file

Hello,

I applied tax update 18a for the initial pass. It all ran successfully. When I went to do the MTP pass, it complained that a modified package didn't exist. From the initial pass, the step log says:

 

Updating Change Package with new Project.

Renaming PeopleSoft Change Package.

Renaming file from E:\download\updTAXUPD_18A.zip to E:\download\updTAXUPD_18A.zip_2018_6_8_9_21

Creating Modified Change Package Information file.

Setting UpdatedChangePackage to true in ChangePackageProperties.xml.

Creating Modified Change Package file.

 

Did the 'Creating Modified change package informaiton file' and 'setting updatedchangepackage to true in ChangePackageProperties.xml' but it didn't rename the zip file or create the new one. I ran the step twice with the same result.  I'm on Windows 16.
