how is WF_ITEM_ATTRIBUTE_VALUES table poplulated?

In WF_ITEM_ATTRIBUTE_VALUES table, item_type = OMERROR, name=TRANSACTION_DETAIL_URL, the url points to the source instance from which this instance is cloned from I checked all the profile values. None of them has this wrong url. how is this field poplulated. Thanks,
