How to change REST Base URL via object migration

Hello.

We have one DEV environment, two test(QNA & PPD) environments and production(PRD).  Both for HCM and CS.  I've created a REST service between our HCM and CS system to copy configuration data over from CS to HCM.  It is a GET call from the HCM side to CS to send the record data over.  All works.  In fact, very well.  The issue I have is migrating the Rest WS objects on the source side(CS) through the various environments.  The REST Base URL is grayed on the CS side(not on the HCM side), thus I just can't simply change it to
