BI - How do I Add Recurring Bill Schedule?

I am using PeopleSoft 9.2.    I have the same problems even in the latest PUM image EP92U027 

I have PeopleSoft Administrator privileges

The documentation tells me to go to :     Billing > Maintain Bills > Recurring Bill Schedules

I arrive at a search page, but there is no way for me to ADD this data.

In the PUM it is the same - no way to add data, but there is data already there, and I can get to the page and view it.

In the permissions list for ENTER_BILLING_INFORMATION > RECURRING_BILL_SCHEDULE there is no way of ticking the ADD but as I say, this is the same in the PUM image.
