Pennsylvania 1099 Withholding and Reporting

We have successfully set up our Payables process to withhold according to Pennsylvania's new tax withhold requirement.  Now we are preparing to transmit withhold amounts to Pennsylvania and to report them on 1099s.  How do we create a transmission file that has only those suppliers with Pennsylvania withholding?
