Discover SSO and local Login issue

Hello,

I have Oracle Discoverer 11.1.1.7 (EBS integrated) working SSO without OAM, and also had manual login to discoverer viewer working as well. After playing with EBS system profile, I can no longer login to discoverer viewer via the manual login page (SSO continue to work fine). I do still however have one EBS account that i can login manually to Discoverer somehow.

In the Discoverer log file, i see the following error. The user id/pw is correct because i can login to EBS with them fine. so the error is fairly mis-leading. Any pointers?
