Web Libraries functionality

Dear All

we are using PSFSCM 9.2 with no image update and PT 8.53. Confused a bit as to what's the purpose of web libraries as in process of customized permission list our own designed would like to know it's purpose AND also a query to help us dig out the web libraries associated with a particular permission list and it should be user wise.
