PUM 26 Install erros PS_APP_HOME is invalid

I am installing HCM 9.2 PUM 26 on windows 16, native. It's dying before creating the PIA Domain because it's pointing at the path for PUM 25 which had been cleaned up. The environment variable are set for PUM 26. I don't see anything in the registry pointing to pi25.

After 'Setting up Peoplesoft Process Scheduler Domian'. it says this:
