PS_PERS_DATA_EFFDT and PS_PERSONAL_PHONE not in sync with HR

Team

We are performing a full sync of our FIN (9.2) database with HCM (9.2) using PERSON_BASIC_FULLSYNC. We were able to sync all of the tables except the ones below. Can you someone please let me know the reason if this is usual or what could be the difference if this is of generic nature?

PS_PERS_DATA_EFFDT

Count in Finance : 66843

Count in HCM : 49962

PS_PERSONAL_PHONE

Count in Finance : 32084

Count in HCM : 58168

Are there any filters applied on FSCM (when receiving) or HCM side (when sending). Requesting assistance...
