IEX: Scoring Engine Harness - to set as incompatible to itself?

When  IEX: Scoring Engine Harness is scheduled multiple times at the same time for different OUs -  it is  hanging after a couple of orgs completed... Should we update the program definition for

IEX: Scoring Engine Harness to add incompatibility to itself in order to run sequentially (regardless of how user submits it)?

Also just wondering why it wasn't done by default, currently Oracle made this process only incompatible to 'IEX: Purge Score History Table'...
