I am trying to create a new payment method(Paymode X) by adding it as a translate value to the PYMNT

I am trying to create a new payment method(Paymode X) by adding it as a translate value to the PYMNT_METHOD but it does not show up on the External Accounts Payment Method tab? What is the best approach/process to create new Payment method in Peoplesoft 9.2?
