Transitioning ISW to DIP Metadata Creation?

We are trying to migrating from ISW to DIP and running in to issues with the errors below.

Directories are in a inconsistent state,entry reconcile uid=usera,ou=it,ou=people,o=company.com,dc=domain,dc=com is inconsisten

Part of the ISW to DIP requirements are creating the DIP metadata.

Since all the users in AD and OUD are not new (they ware initially created/synced with ISW), there is a procedure to pre create the metadata.
