Workflow Background Process in EBS

Hi All.

Customer is using General Ledger and Payables.

after running "workflow backgroud process" by following parameter

「Process Timeout」 = yes,

the notification was created immediately, but it was be sent after 1 hour later.

It happened  on both module (GL and AP)

Is this expected behaviour?

I didn't find any useful information about this.

Please kindly share with your opinion.
